Inside Out: Re-Imagining Cultural Action in Europe 15th EFAH General Assembly, Warsaw, 8 - 10 November 2007

For this, the 15th annual meeting and the first held in Poland, the European Forum for the Arts and Heritage (EFAH) would like to take its members and partners outside of their usual space for reflection and interaction and broaden the context of debate to consider what really motivates and mobilizes cultural players today at a European Level.  

Are emerging issues of global societal concern such as migration, democracy, and climate change relevant to the cultural sector? Is the emerging EU agenda compelling enough for cultural actors to engage politically? Are the more traditional fields for political cultural action - such as freedom of artistic expression and funding - integrated with these broader societal concerns?

What can we DO to tackle these and other global challenges of our interdependent world?  

An important focus for the conference will be the recently published document entitled Communication on Culture in a Globalizing World. To what extent does the Communication provide cultural activists who want to act together trans-nationally with elements of a more powerful agenda? Recommendations for dialogue and consultation should be debated, as well as the policy proposals contained in the strategy itself.

The location of this year’s conference holds extra relevance as Poland is seen as a key axis between a new East and West. A new frontier of Europe. Organisers will look further eastwards beyond the Polish borders to countries outside the EU, some of whom may be future members, but all of whom are in challenging situations with regard to artistic production and cooperation with their EU neighbours.
 
The tone of the conference will be experimental and build on the success of the 2006 Helsinki conference to create a dynamic and participatory event. Less focused on dissecting institutional concerns, it will seek to reveal what may be clear axes of future political engagement with the EU for the cultural sector today.

Who should attend?

All cultural associations and networks working in a European context, and who see Europe as a strategic location for artistic engagement, in particular those active in Poland, as well as in Central and Eastern Europe.
